There are a lot of cultural festivals in Perm. The main fastival that is held every year in summer called "White nights" ("Белые ночи"). People from different countries and cities arrive in Perm in this festival.
In the XXIth century culture is being the flagship of economic modernization and social development in a number of countries and regions of Europe, America and Asia. The core idea here is to rely on human potential as the major resource for development opportunities and competition.
The Perm Territory has lately gained a well-deserved reputation, both in Russia and abroad, as a region of government innovations.
As of today the Perm Territory Government has developed a Unified Codifier of Goals and Objectives for strategic development of the region up to 2016, which incorporates two approaches to management procedures: functional and project. The functional approach alone does not meet the needs of cultural development. It requires certain project management mechanisms for the region to move to a brand new level of development, to transform this sphere and make culture the vital factor of social and economic development of the region. It is this factor that would influence economic growth, tourism development, improvement in quality of local peoples’ life, international cultural integration, and creating a positive image of the region.
One of the priority tasks for the Government is to implement the project 'Innovations in Culture and Urban Environment’ ('Perm is the Culture Capital of Europe’). The project 'Perm is the Culture Capital of Europe’ is aimed at creating favourable conditions for living and staying in Perm and the Perm Territory in terms of culture, as well as developing the spatial environment of Perm.
The strategy for social and economic development of the municipality of Perm for the period through 2030 has been approved by the Perm City Duma in the first reading. The strategy states that the mission of the city is also to provide the best opportunities for a person’s unrestricted self-realization and comfortable living conditions.
The international festival of contemporary art and culture ‘White Nights in Perm’ is supported by the documents stated above and regarded as the flagship project leading the implementation of the new cultural policy of the Perm Territory and serving as a model and a prototype for the European culture capital.
2. Goals and objectives of the ‘White Nights in Perm’ festival
The goal of the ‘White Nights in Perm’ festival is to facilitate the development of a favourable environment for living and staying in Perm and the Perm Territory, as well as for a person’s self-realization.
The main objectives of the festival are:
- Providing high-quality opportunities for entertainment and leisure activities, creativity and personal fulfilment for citizens and visitors of the Perm Territory
- Developing regional, national and international tourism
- Developing urban environment
3. Description of the festival structure and management model
In 2012 there has been a new management model developed for the ‘White Nights in Perm’ festival. The organizational and conceptual framework of the festival can be broken into three sections: festivals, project initiatives, and infrastructure.
Comprehensive and efficient preparation and implementation of the festival activities are organized by the management team of the Festival that comprises an Organising Committee, Working Group, Headquarters of the Festival, and heads of specific festival projects and venues. Besides, expert and research teams, as well as a Public Supervisory Board can be convened to participate in preparation and implementation of the Festival.
The Public Supervisory Board evaluates and discusses projects in the context of the Festival, works out recommendations to ensure optimum decisions are made in the course of the Festival preparation and implementation, and puts forward proposals for the programme, openly and publicly.
The Festival is managed by the Organising Committee. Mechanisms of management decision-making are worked out by the Working Group, Headquarters of the Festival and heads of the main Festival projects.
